What does this sign mean?

This sign warns of a level crossing fitted with small red and green warning lights rather than full-size signals. Crossings like these are usually on quiet lanes and private accesses, and the driver is expected to check the lights and cross only on green. Stop and wait if the red light shows, and never begin to cross while the light is red even if you cannot see or hear a train. The lights are easy to miss against a rural background, which is exactly why the warning sign is there and why the theory test asks about them.
