What does this sign mean?

The sign warns that stationary or slow-moving queues are likely on the road ahead, often near roadworks, motorway junctions or busy exits. Queues at speed are dangerous because the closing rate between a fast vehicle and a stopped one is enormous. Ease off early, keep a good gap and use your hazard warning lights briefly if you have to slow sharply and there is traffic close behind. Using hazard lights to warn following drivers on a fast road is one of the few situations where they may be used while moving, and the theory test asks about it.
