What does this sign mean?

This sign warns of free-roaming horses or ponies on the road, and it is used in places such as the New Forest, Dartmoor and Exmoor. Unlike ridden horses, these animals have nobody controlling them and may step into the carriageway without warning. Drop your speed well below the limit where animals are grazing near the road, and be ready to stop rather than to swerve.
