What does this sign mean?

This sign marks a cycle lane running alongside the traffic in the same direction, reserved for cyclists during the times shown. You must not drive or park in a mandatory cycle lane while it is operating, and blocking one forces cyclists out into moving traffic. Check your mirrors and blind spot for cyclists in the lane before turning left across it. Cycle lanes and the danger of turning across a cyclist are among the most frequently tested points in the theory test.
