What does this sign mean?

The diagonal line through the blue circle cancels a minimum speed requirement that applied on the preceding stretch. Minimum speeds are rare in the United Kingdom and are used mainly in tunnels and on a few managed sections where slow vehicles would cause congestion. From this sign you may travel more slowly, subject as always to the maximum limit for the road. Its rarity is exactly why it appears in the theory test: candidates are expected to recognise it even though few drivers ever meet one.
