What does this sign mean?

Waiting is prohibited on this length of road during the times shown on the plate, although you may still stop briefly to set down or pick up passengers or to load where that is allowed. It is marked on the road by yellow lines and is used wherever parked vehicles would obstruct traffic or block visibility. Read the plate, because outside the stated hours waiting may be perfectly legal. The contrast between no waiting and no stopping is one of the details theory test questions like to probe.
