What does this sign mean?

This is the sign carried by a school crossing patrol, and when it is displayed you must stop. Patrols work at school gates and nearby crossings at the beginning and end of the school day. Stop before the crossing point, stay stopped until the children and the patrol are back on the pavement, and do not wave anyone across yourself. It is one of the signals from an authorised person that carries the force of law, which is exactly why the theory test asks about it.
