What does this sign mean?

The white circle with a black diagonal means the national speed limit applies, which depends on the road and on the vehicle you are driving. For cars and motorcycles it is 60 mph on a single carriageway and 70 mph on a dual carriageway or motorway, while vehicles towing trailers, goods vehicles and buses have lower limits. Work out which figure applies to you rather than following the vehicle in front. This sign appears in the theory test more often than almost any other, usually testing the towing and large vehicle limits.
