What does this sign mean?

This is the STOP side of a hand-held board used at roadworks and incidents, and you must stop when it is shown to you. It is used where a single lane serves both directions and an operative alternates the flow at each end. Stop before the board, wait for it to be turned or for the operative to wave you on, and never try to pass while STOP is displayed. Instructions from authorised people at roadworks carry legal force, which is the point tested in the theory test.
