What does this sign mean?

A number in a red ring is the maximum speed in miles per hour for that road, and you must not exceed it. The limit applies from the sign until another limit sign or the national speed limit sign replaces it, and street lighting usually indicates a 30 mph limit where no signs are repeated. Remember that the figure is an absolute maximum rather than a target, so weather, traffic and visibility may all demand a lower speed. Speed limit questions are among the most common in the theory test, including lower limits that apply to goods vehicles, buses and vehicles towing trailers.
