What does this sign mean?

The blue circle with a white number sets a minimum speed, so you should not travel more slowly than the figure shown unless conditions make it unsafe. Minimum speeds are unusual in the United Kingdom and are used mainly in tunnels and on stretches where slow traffic would create a hazard. Keep up with the flow where you safely can, and remember the maximum limit for the road still applies. Its similarity to a maximum limit sign, which uses a red ring instead of a blue circle, makes it a common theory test question.
