What does this sign mean?

This is the clearway sign, and it means you must not stop on the main carriageway at any time, even to set someone down. Clearways are used on busy rural and semi-rural roads where a stopped vehicle would be both a hazard and an obstruction. Keep going until you reach a lay-by or a side road where stopping is permitted. It is one of the few signs with no words at all, so recognising the red cross in a blue circle is a straightforward theory test point.
