What does this road marking mean?

A single yellow line means no waiting during the times shown on the nearby plate or on the entry sign to a controlled parking zone. Unlike a double line it tells you nothing on its own, so the sign has to be read before you leave the vehicle. If no days are shown, the restriction applies every day including Sundays and Bank Holidays. Outside the posted hours the line has no effect and you may wait normally.
