What does this road marking mean?

The black and white plate that accompanies double yellow marks on the kerb, prohibiting loading and unloading at all times. Loading restrictions are separate from waiting restrictions, so a road can permit waiting while forbidding loading, or the reverse. You may still stop to let passengers get in or out. The plate is the only place the times appear, since the kerb marks themselves carry no hours.
