What does this road marking mean?

The blue and white trolley sign that marks a bay reserved for vehicles loading and unloading. The sign also shows whether the bay is restricted to goods vehicles and the hours during which it may be used, and where no times are given it applies at any time. Vehicles that are not loading may not park in the bay even when it is empty. It is a permission for a specific activity rather than a parking space.
