What does this road marking mean?

Two red lines along the edge forbid stopping at every hour of every day, and they bite harder than double yellows in one crucial respect. Yellow lines bar waiting yet still permit a pause to load or to set someone down; red lines rule out those purposes as well. The prohibition extends across the carriageway, the footway and the verge alike. Only the marked boxes provided elsewhere along the route allow loading or parking.
