Keep entrance clear of stationary vehicles, even if picking up or setting down children

What does this road marking mean?

Zig-zag markings outside a school entrance, keeping the approach clear so that children and drivers can see each other. You must not park on them, and you should not stop even briefly to set down or pick up. The whole purpose is sight lines: a stopped vehicle hides a child of exactly the height that is hardest to see. Where the markings are accompanied by an upright sign, the restriction is legally enforceable.
