Double white lines

What does this road marking mean?

Where the line closer to your side of the road is broken, you may cross the double white lines if the road ahead is clear and you can complete the manoeuvre before the solid line begins on your side. This is the permissive half of the double white line system, usually found on the approach to a stretch where overtaking becomes prohibited. The judgement it asks for is whether you can finish, not whether you can start. If in doubt, wait for the markings to change back.
