What does this road marking mean?

A white bay lettered Loading Only sets aside that stretch of kerb for vehicles actively loading or unloading. An accompanying sign states any restriction to goods vehicles and the hours of operation, and where it gives none the bay operates around the clock. Leaving a vehicle here without loading is an offence no matter how brief the stay. This is a permission for an activity, not a parking space.
