What does this sign mean?

Brown signs point to tourist destinations and facilities, and this one directs you to a picnic site. You will see it on rural routes and near beauty spots, usually a short distance before the turning. Signal and slow down early if you intend to take it, because these accesses can be narrow and easy to overshoot. The brown background is the point worth remembering for the theory test: brown always means a tourist facility or attraction.
