Entrance to controlled parking zone

What does this sign mean?

This sign marks the start of a controlled parking zone, where waiting restrictions apply to every street inside the zone during the hours shown. Because the restrictions are declared at the entrance, individual streets inside the zone may carry only yellow lines with no repeater plates of their own. Read the times on the entry sign and assume they apply until you pass the sign marking the end of the zone. Zone signs catch people out precisely because the information is given once, at the boundary, which makes them good theory test material.
