What does this light signal mean?

Red and amber together still means stop, and you must not pass through or start until green shows. Its purpose is to tell waiting drivers that green is imminent so they can prepare to move, not to permit them to move. Treating it as a signal to go is a common fault and an easy test question. It is also the point at which you should be checking that the junction ahead is actually clear.
