What does this light signal mean?
A signal advising a temporary maximum speed, used to smooth traffic flow before congestion builds or to protect a hazard ahead. Where the figure appears inside a red circle it is a mandatory limit rather than advice. Speed limits set this way change as conditions change, so the figure you passed a mile ago may no longer be the one that applies. Keep watching the gantries rather than assuming the restriction has ended.
