Alternately flashing red lights mean YOU MUST STOP

What does this light signal mean?

Two red lights flashing alternately mean you must stop. They are used at level crossings, lifting bridges, airfields, fire stations and some ferry terminals, wherever traffic has to be halted for something crossing the road. At a level crossing a steady amber precedes them, and the reds continue flashing if a second train is coming. Never start to cross while they are flashing, even if the barriers have begun to lift.
