What does this light signal mean?

Green permits you to proceed when the road beyond is clear, which makes it a permission rather than an instruction. Never enter a junction you have no room to leave, however long you have been waiting. Turning movements deserve particular thought: anyone already crossing keeps their priority, and cyclists may be coming up on your nearside. The signal confers nothing over a road user lawfully in the junction ahead of you.
