What does this light signal mean?

An arrow pointing diagonally downward tells you to move into the lane it indicates. It appears ahead of a closure so that traffic can merge early and smoothly rather than at the closure itself. Moving as soon as you see it keeps the merge orderly and avoids the late lane changes that cause collisions in queuing traffic. The signal applies to the lane it is mounted above.
