What does this light signal mean?

This signal tells you that the temporary restriction you have been following no longer applies. The national speed limit resumes unless another signal or sign says otherwise. It does not mean the road ahead is clear, only that the specific restriction has ended, so build speed back up gradually and check what the traffic ahead is doing. On smart motorways the signal may be replaced by a blank gantry, which carries the same meaning.
