What does this light signal mean?

A signal showing a temporary maximum speed alongside a message explaining why it applies. On a smart motorway a speed shown in a red circle is a legal limit and is camera enforced; the same figure without the circle is advisory. The message gives the reason, such as queuing traffic or an incident ahead, which helps you judge how long the restriction will last. Slowing progressively as soon as you see it prevents the concertina effect behind you.
