What does this signal mean?

Traffic officers patrol motorways and some trunk roads in liveried vehicles and have legal powers to stop and direct traffic. You must obey their signals in the same way you would obey a police officer's. They will normally direct you to pull over by flashing signals or by an illuminated sign in the rear of their vehicle. Failing to comply with a traffic officer's direction is an offence.
