Traffic approaching from both front and behind

What does this signal mean?

Both arms are raised, one facing each way, to stop traffic approaching from in front of the officer and from behind them at the same time. It is used to hold all movement on a road, usually so that a crossing stream or a pedestrian movement can be released. Both directions must stop, so being behind the officer does not exempt you. Wait for a clear beckoning signal before moving off again.
