What does this signal mean?

The officer raises a hand and draws it towards the shoulder to beckon on traffic approaching from the front. It is the counterpart to the raised palm that stopped you, and it applies only to the direction the officer is facing. If several lanes are held, check that the beckon is directed at your lane before moving. Proceed at a low speed while you are still within the controlled area.
