What does this signal mean?

The patrol holds the sign low and turned away from traffic, showing that they are not yet ready to take children across. Approach slowly anyway, because the position can change in a moment as a child arrives at the kerb. Children waiting nearby may also step out without waiting for the patrol. This is the signal to be ready to stop rather than the signal to stop.
