Signal to a person controlling traffic: turning left

I want to turn left; use either hand

What does this signal mean?

The driver indicates an intention to turn left to the person directing traffic, and either hand may be used for this one. Using the right hand across the body is often more visible from the officer's position than the left arm out of the window. The signal tells the controller where you are going so that they can hold or release the traffic you would cross. It does not replace your indicator for the benefit of other road users.
