What does this signal mean?

Driver and Vehicle Standards Agency officers use liveried vehicles and may stop vehicles, most often goods vehicles and buses, for roadside checks. Their signals carry the same authority as a police officer's and must be obeyed. They will usually signal you to follow them to a designated checking area rather than stopping you on the carriageway. The requirement to stop applies whatever type of vehicle you are driving.
