What does this vehicle marking mean?

A diamond plate showing a flame over a circle, identifying an oxidising substance. These materials do not usually burn themselves but they feed a fire and can make one spread far faster than expected. That makes any small fire near such a load significantly more dangerous than it appears. Keep well clear and let the emergency services deal with it.
