What does this signal mean?

A cyclist moves an extended arm slowly up and down to show an intention to slow down or stop. Cycles have no brake lights, so without this signal the only warning a following driver gets is the bicycle visibly closing on them. Following too close removes the distance you need to react to it. Expect it on the approach to junctions, crossings and parked vehicles.
