What does this sign mean?

This sign shows traffic being routed across the central reservation into a contraflow, where one carriageway carries traffic in both directions during major works. Contraflows have narrow lanes, temporary markings and, often, a lower speed limit, with oncoming traffic separated only by a barrier or cones. Keep well within your lane, hold a safe distance and resist changing lanes unless the signs direct you to. Contraflow procedure, including keeping to the lane you are directed into, is a set-piece theory test topic.
